Separate venue rules from account evidence
A funding history can show a published rate without proving that a particular account held an eligible position or received that payment.

Review each event in order
- Freeze the venue and contract-specific rule.
- Align event timestamps and rate units in UTC.
- Preserve the raw sign before applying the formula.
- Check position eligibility and the venue notional basis.
- Reconcile modeled amounts to an account record when available.
- Keep any unresolved value marked unknown.
